Shallow tide test case

The test case is for tides in a shallow basin. An enclosed basin is forced by tides at the open mouth (east boundary). The initial water column is weakly straified and horizontally uniform, except for the mouth where the water column is well mixed. The simulation shows damped kelvin waves. Tidal 'fronts' are formed between the well mixed and stratified water column.
